Project overview

Council has identified property it owns that it considers surplus to its needs and is proposing for potential disposal (sale), including sale for the purpose of affordable housing.

Both the Local Government Act 2020 and Council’s Disposal and Acquisition of Land Policy (Council Policy No. 93(C)) include a requirement for community engagement prior to Council confirming the outcome of that proposal and proceeding to sell.

Council is seeking feedback on the proposal to declare the seven (7) Council-owned properties as surplus and sell these properties.

The seven properties are:

  1. 79A Raglan Street, Daylesford
  2. 26 Raglan Street, Creswick
  3. 10 Camp Street, Clunes – “Camp Hill Site”
  4. 1 Armstrong Street, Daylesford
  5. 10 Semmens Avenue, Creswick
  6. 313 Clunes Road, Creswick
  7. 2 Creswick Road, Clunes

It is proposed that the proceeds of the potential sales, less the costs of disposal, will be invested in the establishment of a financial reserve to support grant co-contributions as proposed in Council’s Financial Vision, designed to assist Council in meeting co-contribution requirements associated with external funding opportunities.

Current Use: Vacant Council building to the south of the site, surrounded by unused land. Sizeable land parcel with developable land constraints due to Doctor’s Gully waterway and dense woodland.

Project Setting: Good potential for an affordable housing project.

Policy Setting: Building and surrounding land considered surplus to Council’s needs.

Size: 7,717 m2; Developable land – 2,540 m2 (approx.)

Zoning: NRZ1 – Neighbourhood Residential Zone 1

Overlays: NCO3, NCO4, ESO1, ESO2

Current Use: Vacant land.

Project Setting: Good potential for an affordable housing project. Potential to collaborate with DEECA (landowner of southern property) to increase building development opportunity but also possibly large enough land parcel on its own.

Policy Setting: Land considered surplus to Council’s needs.

Size: 545 m2

Zoning: GRZ1 – General Residential Zone 1

Overlays: LSIO1, LSIO2, ESO1

Current Use: Vacant land.

Project Setting: Good potential for an affordable housing project. Potential to collaborate with DEECA (landowner of surrounding vacant land) to increase building development opportunity.

Policy Setting: Land considered surplus to Council’s needs.

Size: 330 m2

Zoning: NRZ2 – Neighbourhood Residential Zone 2

Overlays: ESO1, HO776

Current Use: Vacant land.

Project Setting: Not suitable for an affordable housing project.

Policy Setting: Land considered surplus to Council’s needs.

Size: 292 m2

Zoning: NRZ1 – Neighbourhood Residential Zone 1

Overlays: BMO, ESO1, ESO2

Current Use: Vacant land.

Project Setting: Not suitable for an affordable housing project.

Policy Setting: Land considered surplus to Council’s needs.

Size: 483 m2

Zoning: GRZ1 – General Residential Zone 1

Overlays: ESO1

Current Use: Vacant land. Sizeable parcel of land adjacent to railway line and main road. Abuts Road Zone 2.

Project Setting: Not suitable for an affordable housing project. Some affordable projects can use planning controls that override the zone to increase density. Located 2 km from town so not preferred for affordable housing development. As it is not within the Creswick Township boundary unlikely to be granted permit by Council but could potentially obtain permit through Minister.

Policy Setting: Land considered surplus to Council’s needs.

Size: 16,245 m2

Zoning: RLZ1 – Rural Living Zone 1

Overlays: ESO1, VP01

Current Use: Vacant Land. Small parcel of land which is close to Creswick Creek. Abuts Transport Road Zone 2.

Project Setting: Not suitable for an affordable housing project.

Policy Setting: Land considered surplus to Council’s needs.

Size: 335 m2

Zoning: NRZ2 – Neighbourhood Residential Zone 2
