Council is developing a masterplan for the Daylesford Transfer Station to increase efficiency, introduce new waste streams and improve visitor experience.
A key objective of the Sustainable Hepburn Strategy is improving the operation and performance of the Shire’s transfer stations. To accomplish this for Daylesford, we are developing a comprehensive masterplan to guide future improvements, outline priority actions, and provide a robust foundation for seeking funding and strategic direction.
The Masterplan primarily considers the way that people and vehicles move around the site with a goal of making the site more efficient, easier and safer to navigate as well as maximising the use of the available space to look at increasing waste streams in the future.
Over the course of developing the masterplan, we will reach out to you – our community, neighbours and users of the site – in three formal engagement stages. The first – happening now – is to help us understand how you currently use the site, what you like and what you would like to see change. This information will be used as part of the design process for the masterplan.

Have your say on the development of the masterplan
Engagement on the Daylesford Transfer Station is open from now to 29 March.
There are a few ways you can have your say as part of this process.

- Attend a drop-in information session held at the Daylesford Transfer Station:
- Thursday 19 March 2026, 10–11:30 am.
- Saturday 21 March 2026, 10–11:30 am.
The following items are under review as part of the masterplanning and design process
- Opening times/days
- Types of waste streams – what can you bring to the transfer station
- Drop off locations within the transfer station
- Flow of traffic and site navigation
- Amenities – public toilets, pedestrian areas
- Inclusion of repair cafes/tip shops/composting
- What items can be recycled
The following aspects of the Daylesford Transfer Station are not being reviewed for change
- Transfer Station location will not change
- No existing services will be removed
- Safety and efficiency will lead the Masterplan
- Masterplan must comply with all applicable regulations and licensing terms
- Salvaging guidelines will not change - Policy – Transfer Station Salvaging Guidelines Local Laws (on website)
- Additional services and waste streams will be added to the Daylesford Transfer Station
- Kerbside collection will remain a contracted service
- Consideration must be given to insurance requirements and mitigating presence of land contamination
- EPA landfill buffer guidelines
- Planning permits and planning scheme changes under the Planning and Environment Act 1987

No. None of the existing services will be removed from the Daylesford Transfer Station.
There is no current funding available to implement any of the actions that will be suggested in the Masterplan. However, a comprehensive plan is vital to allow Council to seek funding from future grant programs and capital processes.
A masterplan is a strategic document that establishes a vision and identifies a priority list to guide the cohesive implementation of improvements across an identified space.
A masterplan should be achievable, sustainable and fall within the Council’s ability to manage and maintain it.
Projects nominated within the masterplan are at concept stage only. This means that they will provide guidance on the scope of the improvement including the location, materiality, desired outcome but will not be documentation suitable for tender or construction.
Detailed design and preparation for tender will need to be considered as part of the implementation of each nominated project.
