Project overview

Council is proactively investing in the future safety and resilience of Clunes through the updated Clunes Flood Mitigation Study.

This study will build on earlier flood investigations from the 2013 Clunes Flood Mitigation and Urban Drainage Plan and lessons learnt from recent flood events in 2016 and 2022. The study will use modern modelling and data to better understand flood behaviour across the township.

Importantly, the study will do more than identify flood risks. It will generate detailed flood intelligence utilising advanced flood mapping techniques. The study will also be used to improve future land use planning, informing development decisions to minimise the risks of flooding to the Clunes community.

The study will also assist Council in understanding existing drainage problems and inform new infrastructure to be planned to mitigate flood risks.

The study assists Council, North Central Catchment Management Authority (NCCMA) and Victorian State Emergency Service (VicSES) prepare for, and respond to, a flood emergency in Clunes.

This study is an important step toward ensuring Clunes is better prepared for future flood events while supporting informed, balanced and evidence-based planning for generations to come.

The study is co-funded through the Victorian Government’s Regional Flood Risk Reduction Grant Program and Council. The study is being prepared by expert consultants Water Technology, who will work closely with Council, NCCMA, key stakeholders and the community.

How to participate

Council, North Central Catchment Management Authority and contracted consultants (Water Technology) are planning to hold two in-person, community consultation sessions on:

  • Friday 17 July 10 am – Midday at The Warehouse – Clunes
  • Saturday 18 July 10 am – Midday at The Warehouse – Clunes

These sessions will enable local residents to share information on past flooding events within Clunes and the local area and discuss any key concerns relating to flood risk with the consultants. We are also interested in hearing from local residents on their thoughts about flood mitigation works that were recommended from the 2013 Clunes Flood Mitigation and Urban Drainage Plan.

We encourage the contribution of photos, past experiences and call for information regarding any historical flood events. Local knowledge is invaluable to ensuring that the flood modelling reflects as accurately as possible the past flooding experienced within the community.


Contributions from local residents will be able to be made at the consultation sessions, by completing an online survey (link below) or by directly contacting Council’s Project Manager Clay Drysdale (cdrysdale@hepburn.vic.gov.au or (03) 4373 7317).

Council will be direct mailing owners and occupiers of properties located within the current ‘Land Subject to Inundation’ overlay to advise them of the upcoming consultation options.

Another two in-person consultation sessions will be conducted later in the study period regarding:

  • The results of the flood mapping and potential mitigation options.
  • Seeking feedback/support for the proposed mitigation options.

Next steps

The information collected from the consultation sessions and on-line survey will be used to ensure that the flood modelling reflects as accurately as possible the past flooding experienced within the community.

The study will show the distribution, extent, levels and velocity of floodwaters across sections of Clunes for a range of different flood events.

The study will:

  • generate detailed flood intelligence utilising advanced flood mapping techniques. The study will also be used to improve future land use planning, informing development decisions to minimise the risks of flooding to the Clunes community.
  • assist Council in understanding existing drainage problems and informing new infrastructure to be planned to mitigate flood risks.
  • assist Council, NCCMA and VicSES prepare for and respond to a flood emergency in Clunes.

The Study results will inform the development of future flood-related planning tools, which may include a future planning scheme amendment. If specific properties are identified as likely to be affected by flooding in the future, those properties may be impacted by new flood-related planning controls. Any proposed flood related planning controls will guide current and future property owners and developers to consider flood risk while developing properties, which may include the need for planning permits.
